A community development or stewardship district is a unit of local government, not an association. Its assessment is billed with your property taxes rather than by the association, and its rules are public records of a different kind. Shown separately for that reason.
University Park Recreation District
Matched to University Park Country Club because: The district’s own published charter states that it was created as a recreational district under section 418.20 of the Florida Statutes, as an independent special district under Chapter 189, by Manatee County Ordinance 18-29. Its own website states it is located in Manatee County and that it owns University Park Country Club, and the University Park Community Association names the same district from the other side, as the body it coordinates with. Manatee County publishes its budget as well.
NOT a community development district, and that is the whole reason this one stayed hidden: it is a CHAPTER 418 recreational district, so neither a search for a CDD nor a read of the roll for a CDD line could ever have found it. Established on 2 August 2018 by Manatee County Ordinance 18-29 after a petition signed by more than 80% of district residents, and amended by Ordinance 23-95, which was approved by referendum on 19 March 2024. It was created to buy, own and operate University Park Country Club, its 27-hole golf course and racquet and fitness facilities, and roughly 100 acres of conservation and open space. WHAT A BUYER NEEDS TO KNOW: the district’s general fund raises nothing from assessments and never has, which is why this site correctly recorded no CDD line against the roll. Its DEBT SERVICE fund is a different matter. The FY2027 adopted debt service budget raises $1,594,068.75 in Series 2019 bond special assessments, and the district told homeowners in August 2026 that, with the bond litigation resolved, an annual assessment of roughly $906 to $2,858 depending on the property would replace the one-time irrigation assessment on their TRIM notice and appear on the 2026 Manatee County property tax bill. The district publishes a bond assessment roll so an owner can look up their own lot.
Who to contact
- Managed by
- University Park Recreation District
- Contact role
- Independent special district; board meetings are noticed under Chapter 190
No individual supervisors or managers are listed here. The board is named in the district’s own agendas and minutes, which its website publishes.
Board members and officers are not listed here. They change often, and their names are on the association’s own records and in the state’s corporate filings, which is where they should be read from rather than from a page that cannot keep up.

The document that settles what kind of district this is. It creates the district as a recreational district under section 418.20 of the Florida Statutes and as an independent special district under Chapter 189, NOT as a community development district under Chapter 190. That distinction is why it was invisible to every search this site had run for Bradenton before now.

The single most important document on this district for a buyer, because it is the one that shows assessment revenue. The general fund budget beside it raises nothing from assessments; this fund raises $1,594,068.75.

Read together with the debt service budget, this is what reconciles the two true statements about University Park: operations raise nothing on the tax roll, and the bonds do.
